Eder Leontiy Victorovich was born in 1980 in Kazakhstan. In 2002 he graduated from Novosibirsk State University with bachelor's degree in Geology. In 2004 he was awarded a master's degree in Economics. In 2005 - PhD in economics. In 2015 he was awarded the degree of doctor of Economic Sciences. From 2001 to 2018: research activities in the Laboratory of hydrocarbon resources and forecast of development of the oil and gas complex; Head of the Center of subsoil use economy and forecast of development of oil and gas complex; Deputy Director for innovative development of FSBI of Trofimuk Institute of Petroleum-Gas Geology and Geophysics of the Siberian Branch of the RAS, Novosibirsk. At the moment, he holds the position of Deputy General Director for prospective development of Gazprom VNIIGAZ.
