Michael is a Director at Gaffney, Cline & Associates (GCA), an international consultancy with offices in the United Kingdom, North and South America and the Asia Pacific. GCA provides a broad range of technical, commercial and strategic advisory support to the private and public sectors of the oil and gas industry, as well as to financial institutions, service and power sectors. Michael’s 35 years of experience includes significant assignments focused on promoting oil and gas investment both onshore and offshore, including advising Kuwait Petroleum Corporation and Kuwait Oil Company on the opening of Kuwait’s upstream sector to participation by international oil and gas companies, the Government of Iraq in connection with licensing tenders to engage international oil companies in the development of major oil and gas fields throughout Iraq, the Agencia Nacional do Petroleo in Brazil with multiple licensing tenders as they were opening the sector to international oil companies, and other similar engagements. He has also worked extensively with ministries and regulators in major oil and gas producing nations on the development of regulations and regulatory and administrative systems and organizations.
