Deputy Chairman of the Cabinet of Ministers of Turkmenistan.
After graduating from the Turkmen Polytechnic Institute in 1979 with a degree in mining engineer-geophysicist, Ashyrguly Begliev began his career as a geophysicist of the experimental methodological expedition of Turkmenistan. Since 1985, he has held various positions at the Ministry of Oil and Gas Industry and Mineral Resources of Turkmenistan. In 1999, he was appointed the head of the Committee for the Use of Hydrocarbon Resources under the President of Turkmenistan, Chairman of the Management Committee for the "Hazar" Contractual Territory. From 2006 to 2007 held various senior positions at the Ministry of Oil and Gas Industry and Mineral Resources of Turkmenistan. In 2007, he was appointed the head of the “Nebitgaz” (Oil&Gas) department of the State Agency for the Management and Use of Oil and Gas Resources under the President of Turkmenistan, and in 2010 - deputy director of the same agency. From 2015 to 2017, Ashyrguly Begliev served as the chairman of the State Concern "Turkmengas", and since 2017 - the head of the department of the Cabinet of Ministers of Turkmenistan for the control of the construction of critical and capital facilities of the oil and gas industry. Since July 2020, he has been the head of the Production Sharing Agreements department of NaPeCo, and since April 2022, he has simultaneously been an adviser to the President of Turkmenistan on oil and gas issues. On February 10, 2023, he was appointed the Deputy Chairman of the Cabinet of Ministers of Turkmenistan.
