Program Manager/ Environmental Engineer with over 25 years of technical and managerial experience providing environmental policy, regulatory, and technology transfer consulting services to the U.S. Environmental Protection Agency (EPA) and other public- and private-sector clients. He was leading and managing a team of staff to provide technical support to EPA’s Climate Change Division, Office of Air and Radiation under a five-year contract for the Natural Gas STAR Program. As a senior project manager, he manages the technical and financial performance of numerous active tasks, and ensure the delivery of high quality products. He develops budgets, cost proposals, and staffing plans, develop and implement work plans, coordinate discrete and interrelated tasks, manage task managers and multi-disciplinary technical support staff, track and adhere to budgets and schedules, and successfully provide products that exceed client expectation. He manages multiple concurrent task orders to support methane reduction projects associated with oil and gas upstream, mid-stream, and downstream facilities and operations both domestically and internationally through the Global Methane Initiative (GMI). He oversees and direct projects and initiatives in support of technical, outreach, and tech transfer support services to build stakeholder capacity and promote methane reduction projects at specific facilities, as well as research, analyze, and identify ways to overcome potential technical, financial, or market barriers to methane reduction projects on a state, regional, or country-wide level. He provides technical support for the development of key program documents and outreach products, including technical fact sheets and a project development handbook. He manages an extensive review of the documents by internal and external reviewers and develops tools that streamline the review process.
