Dr. Mahmoud Abdulaziz Hassan received a bachelor's degree in chemical engineering from the Bright Star Technical University of Brega in 1994, a master's degree in chemical engineering from St. Petersburg Technical University, and he also a candidate of Technical Sciences in Economics, having received a degree from the Plekhanov Russian Academy of Economics. From 2003 to 2006, he worked as a lecturer at the Department of Postgraduate Education at the University of Tripoli, the Academy of Postgraduate Education of Janzur and the Hadaba Higher Technical Center. In 2006, he founded and became the CEO of the International Center for Training and Development. From 2011 to 2012, he was the General Director of the International Center for Training and Education Development. From 2015 to 2016, Hassan was the Special Envoy to the President of the General National Congress for the State of Malta, the Hashemite Kingdom of Jordan and the United Arab Emirates. Then, until 2020, he worked as the General Director of the International Center for Training and Rehabilitation. From 2018 to 2020, he was a visiting professor at Vladimir State University in Russia. From September 2022 to the present, Mahmoud has been the head of the Libyan Bureau of Economic Cooperation in Turkmenistan.
