Presently serving as Specialist & Communities of Practice Lead (Green Building, Industry and Energy Efficiency) in Global Green Growth Institute (GGGI). During his 27+ years of professional career, Mr. Garnaik has served in Government, Bi-lateral and international organizations at various capacities in the field of energy policy, energy management and resource conservation. During 2016-2022, as Executive Director in Energy Efficiency Services Ltd. (EESL), Ministry of Power, Govt. of India he led many portfolios handling energy efficiency projects worth of USD 750 mn apart from other responsibilities. As Director of the Bureau of Energy Efficiency (BEE), Ministry of Power, Govt. of India during 2010-13, he managed flagship programs like Perform, Achieve and Trade (PAT) and Standard & Labelling (S&L) program of India. During his tenure as Deputy Director in National Productivity Council (NPC), India; Joint Director in Federation of Indian Chambers of Commerce & Industry (FICCI) and Principal Specialist in ICF International; he has guided, supervised, and conducted over 100 major consulting assignments in India and abroad in the techno-policy area of energy efficiency, resource conservation & management. As a lead trainer, he has handled over 200 technical training sessions in relevant subjects for corporates, Government agencies and academic institutions. He was also leading a flagship annual international conference “INSPIRE” (jointly organized by EESL, World Bank, ADB and UNEP) and a prestigious Indo-Israel Industrial R&D program. He successfully led the South Asia Operations for EESL and generated ESCO markets in Thailand and Vietnam. On behalf of EESL, he was the Program Director of two GEF funded projects (GEF-5 and GEF-6) of India with overall TA support of 21 mn $ during 2017-2022. Mr. Garnaik has been associated with international agencies like United Nations Organization, Asian Development Bank (ADB), World Bank (WB), GIZ, USAID, WRI, NRDC, SE4ALL, CEEW, AEEE, IIEC, RMI etc. in various projects and initiatives. He was engaged by Chiang Mai University, Thailand as a Policy Expert in designing the “Energy Performance Certificate (EPC)” Scheme of Thailand. He also represented as Chair/Co-Chair/Member of various national and international committees in the field of energy efficiency including representing India in the ISO Technical Committee (TC)-257 at Paris and served as focal point for Govt. of India in Clean Energy Ministerial (CEM). Mr. Garnaik holds the Bachelor Degree (Honors) in Electrical Engineering from Utkal University, India and Post Graduate in Plant Engineering from India’s National Productivity Council. He is a Certified Energy Auditor from Bureau of Energy Efficiency (BEE), Govt. of India, Certified International Performance Measurement & Performance Protocol (IPMVP) Professional and Certified Lead Auditor in ISO 18001. He has presented / published over 50 technical papers in various national & international seminars, workshops, journals and websites. Mr. Garnaik has gone through advance training program on Energy Efficiency at Japan and USA.
