Vice President, S&P Global; Head of Eurasian Energy
Matthew Sagers is Vice President at S&P Global and Head of Eurasian Energy, with extensive expertise in energy markets, policy and energy transportation systems across Russia and the wider Eurasian region. He has more than two decades of experience advising companies, governments and international institutions on strategic energy issues and is the author of several books, numerous articles and industry reports. His recent research has covered Kazakhstan’s oil and gas outlook, the Tengiz project, regional gas markets and pricing, Russian oil and gas production and exports, LNG, energy transition, and the development of Eurasian energy infrastructure. Dr. Sagers has led major energy advisory projects, including Kazakhstan’s National Energy Reports, Russian gas sector reforms, regional gas pricing, the Kazakhstan gas value chain and oil transportation and export options. He has also contributed to energy-sector studies for the International Energy Agency and participated in World Bank missions in the region. Prior to joining S&P Global, Dr. Sagers held senior positions at the U.S. Census Bureau and PlanEcon, Inc., and academic positions at the University of Virginia and Weber State University. He holds a BS from Weber State University, an MA and a PhD from The Ohio State University.
