He Licheng is Deputy General Manager of Sinopec Shengli Oilfield Service Corporation, with extensive experience in international drilling operations, overseas market development and oilfield service management. He has held senior leadership positions including Manager of the Bohai Drilling General Company and Manager of the Saudi Drilling Project Management Department. In 2019, as Manager of Sinopec Shengli’s Saudi Project Department, he led the team in expanding the company’s overseas business, securing the renewal of a 10-year contract for the SP103 drilling rig and a new “5+2-year” contract for the SP058 drilling rig. His contributions were recognised with the company’s Advanced Individual in Innovation and Efficiency Creation award, as well as the title of China Enterprise Model Worker. Since 2022, Mr He has served as Deputy General Manager of Sinopec Shengli Oilfield Service Corporation, overseeing overseas market development, technical management, scientific and technological innovation, high-end business development and other strategic functions. He has also contributed to the commercialisation of technological achievements and international cooperation with leading academic and research institutions, including the Chinese Academy of Sciences and Southwest Petroleum University.
